Identification and Reclassification
The Civil Rights Act of 1964, Title VI, requires that school districts serve students whose native language is not English. The purpose is to provide English language instruction and academic support for English Learners (ELs) in order to help them be successful in school. It is required that a Home Language Survey (HLS) be completed by all parents/guardians during the student registration process. If a student qualifies for English Language Development (ELD), parents/guardians have the right to refuse services. Below outlines the identification and reclassification procedures.
